There have been three stages of American empire since the creation of this
nation. Each has fed the other, and each has been established and fortified by
war. More importantly, each has been fortified by the vast profits derived
by the few in the making of war. The first two stages did not collapse, so
much as they were absorbed by the next iteration, carrying over all
circumstances and attendant difficulties. We exist today within the third
stage of empire, one that is sick at the core.
The first stage of this American empire began with the Mexican-American war,
but began to flourish at the conclusion of the Civil War. All the states east
of the Mississippi River had been brought by force back under the rule of the
federal government, a national taxation system had been established to provide
revenues to that government, and the nascent outlines of what Eisenhower
described as 'the military/industrial complex' had been built by the lucrative
contracts handed out to arm, clothe and feed the military.
For many years prior, Americans had been pushing into the
western lands occupied by native peoples. Under the banner of Manifest
Destiny, the military/economic machine created to fight the Confederacy pushed
its way to the Pacific Ocean. In the process, the vast majority of Native
Americans were erased from the book of history,

Nuclear Fuel Deal
Iran and Russia signed a nuclear fuel agreement Sunday, paving the way for
Iran to get its first reactor up and running.
Iranian Vice President Gholamreza Aghazadeh and Alexander Rumyantsev, the head
of Russia's Federal Atomic Energy Agency, signed the agreement at the Bushehr
nuclear power plant. The signing, which was delayed by a day, came after the
two senior officials toured the $800 million complex.

Having been thwarted repeatedly in its effort to open Alaska's Arctic National
Wildlife Refuge (ANWR) to drilling for oil, the Bush Administration and its
Congressional leadership have come up with a plan for a sneak attack on the
issue.
Rather than holding a straightforward vote on the Senate floor, where strong
public opposition halted drilling in the past few years, House and Senate
members are quietly planning instead to attach the drilling measure to
upcoming budget legislation, where it would be all but impossible to stop
(budget bills are exempt from filibuster or extended debate).
This past Tuesday,
SaveOurEnvironment.org, a national coalition for the environment, said the
planned maneuver demonstrates that "proponents of drilling know they cannot
pass this through the normal legislative process, so they are resorting to a
procedural tactic to prohibit open and honest debate."

Halliburton Wins in Iraq
with $9.6 Billion and More
Halliburton, under scrutiny for its contracts in Iraq, would receive an extra
$1.5 billion as part of the Bush administration's additional war spending
proposal for fiscal 2005, a senior US Army budget official said.
Halliburton, once led by Vice-President Dick Cheney, is the largest corporate
contractor in Iraq and has drawn fire for its no-bid contracts there, with
auditors charging its Kellogg Brown and Root (KBR) unit overcharged for some
work.
The Army's portion of a $81.9 billion supplemental spending package earmarked
the extra funding for KBR under its LOGCAP (Logistics Civil Augmentation
Programme) contract to provide a wide range of services to US troops in Iraq,
the official said. The contract covers food and laundry services, trash
collection, mail delivery and other support services.

Bad news for freedom of speech and freedom of the
press keeps coming from the corner that one would generally least
expect it. The United States, a country where the sacrosanct First Amendment
to the Constitution has guaranteed these two fundamental rights for more than
two centuries, increasingly exhibits the spectacle of repression and
censorship.
On February 15, a chamber of the Washington Federal Appeals Court confirmed
the inferior court's sentencing and conviction of Judith Miller of The New
York Times and Matthew Cooper of Time magazine to prison terms that could be
as long as eighteen months for "contempt of court." Their crime is having
refused to reveal their sources to a Grand Jury in a sordid payback affair
between the Bush Administration and a former diplomat who publicly
contradicted the intelligence the president gave to justify the war in Iraq.

When the Abu Ghraib photographs first surfaced, a
wave of shock and revulsion rolled across the planet. Subsequent revelations
indicated that senior Bush administration officials, including Alberto
Gonzales and Donald Rumsfeld, actively pushed for the use of torture against
individuals detained in the 'War on Terror,' and further sought to build
firewalls between the administration and any legal consequences arising from
said torture....
...Two human rights groups filed a lawsuit Tuesday
against Defense Secretary Donald H. Rumsfeld on behalf of eight men allegedly
tortured by U.S. forces in Iraq and Afghanistan.
"Rumsfeld bears direct responsibility" because he "personally signed off" on
policies guiding prisoner treatment, said American Civil Liberties Union
Executive Director Anthony Romero.
A number of other lawsuits also are pending against Rumsfeld, military
commanders and civilian contractors in the abuse scandal, which broke last
spring with the disclosure of photographs showing American military men and

Bush Caught on Tape
On one tape, Bush explains that he told one prominent evangelical that he
would not "kick gays, because I'm a sinner. How can I differentiate sin?"
In early tapes, Bush dismisses the strength of John McCain for the
nomination and expresses concern about rival Steve Forbes. He also praises
John Ashcroft as a promising candidate for Supreme Court justice, attorney
general or vice president.
Bush also criticizes then-Vice President Al Gore for admitting marijuana use
and explains why he would not do the same.
"I wouldn't answer the marijuana questions," he said, according to the
Times. "You know why? Because I don't want some little kid doing what I
tried."
According to the article, Wead played 12 of the tapes to a Times reporter.
He said he recorded them because he viewed Bush as a historic figure. He is
the author of a new book on presidential childhoods.

It is the year 2005
and Noah lives in the United States.
The Lord speaks to Noah and says:
"In one year I am going to make it rain and cover the whole earth with
water until all is destroyed. But I want you to save the righteous people
and two of every kind of living thing on the earth.
Therefore, I am commanding you to build an Ark."
In a flash of lightning,
God delivered the specifications for an Ark.
Fearful and trembling,
Noah took the plans and agreed to build the Ark.
"Remember," said the Lord, "You must complete the Ark and
bring everything aboard in one year."
Exactly one year later,
a fierce storm cloud covered the earth and
all the seas of the earth went into a tumult.
The Lord saw Noah sitting in his front yard weeping.
"Noah." He shouted, "Where is the Ark?"
"Lord please forgive me!" cried Noah.
"I did my best but there were big problems.
First, I had to get a permit for construction and
your plans did not comply with the codes.
I had to hire an engineering firm and redraw the plans.
Then I got into a fight with OSHA
over whether or not the Ark needed a
fire sprinkler system and floatation devices.
Then my neighbor objected,
claiming I was violating zoning ordinances
by building the Ark in my front yard,
so I had to get a variance
from the city planning commission.
I had problems getting enough wood for the Ark,
because there was a ban on cutting trees
to protect the Spotted Owl.
I finally convinced the US Forest Service
that I needed the wood to save the owls.
However, the Fish and Wildlife Service
won't let me catch any owls. So, no owls.
The carpenters formed a union and went out on
strike. I had to negotiate a settlement with
the National Labor Union.
Now I have 16 carpenters on the Ark, but still no owls.
When I started rounding up the other animals, I got sued by an animal
rights group.
They objected to me only taking two of each kind aboard.
Just when I got the suit dismissed,
the EPA notified me that I could not complete
the Ark without filing an environmental impact statement
on your proposed flood.
They didn't take very kindly to the idea that they had no jurisdiction
over the conduct of
the Creator of the universe.
Then the Army Corps of Engineers
demanded a map of the proposed new flood plain. I sent them a globe.
Right now, I am trying to resolve a complaint filed
with the Equal Employment Opportunity Commission
that I am practicing discrimination by
not taking godless, unbelieving people aboard!
The IRS has seized all my assets,
claiming that I'm building the Ark in
preparation to flee the country
to avoid paying taxes.
I just got a notice from the State that I owe some
kind of user tax and failed to register the Ark
as a "recreational water craft."
Finally the ACLU got the courts to issue an
injunction against further construction of the Ark,
saying that since God is flooding the earth,
it is a religious event and therefore unconstitutional.
I really don't think I can finish the Ark
for another 5 or 6 years!" Noah wailed.
The sky began to clear,
the sun began to shine and the seas began to calm.

Reporters Without Borders called today for the reopening of the enquiry
into who was really responsible for the US Army's "criminal negligence"
in shooting at the Palestine Hotel in Baghdad on 8 April 2003 and
causing the death of two journalists - Ukrainian cameramen Taras
Protsyuk (of Reuters news agency) and
Spaniard José Couso (of the Spanish TV station Telecinco).
The call came in a report of the press freedom organization's own
in-depth investigation of the incident, which gathered evidence from
journalists in the hotel at the time, from others "embedded" with US
Army units and from the US military soldiers and officers directly
involved.
The report said US officials at first lied about what happened and then,
in an official statement four months later, exonerated the US Army from
any mistake or error of judgment.
